Work Package 4 Update – 3D City Modeling in Belgrade, Serbia

In Circ-Boost’s Work Package 4: ENABLE, the 3D city modeling of Belgrade’s Palilula municipality is well underway – paving the path toward a scalable approach to circular renovation.

Using a combination of aerial laser scanning, mobile mapping, and photogrammetry, researchers from the University of Belgrade, Faculty of Civil Engineering, led by Zorana Petojevic, are developing detailed 3D GIS models of the existing building stock.

The goal? To model 500+ buildings in CityGML at Level of Detail 3 – including geometric elements like windows, balconies, and chimneys – enabling:

  • Identification of building types and volumes
  • Analysis of age and material characteristics
  • Assessment of embedded material reuse potential

This data will contribute to the 3D Circular Economy Map being developed in collaboration with HafenCity Universitat Hamburg (HCU), supporting advanced decision-making for circular construction strategies.

A key milestone for digital tools in the built environment – helping us move from data to action.
